Crystal Jackson Parker

Crystal Jackson Parker is a community advocate, nonprofit leader, and lifelong Baltimorean running for Maryland House of Delegates in District 40. Throughout her career, she has worked to expand opportunities for working families, support individuals returning from incarceration, and strengthen neighborhood-based solutions to public challenges. Crystal has built partnerships across government, nonprofit, and community sectors to address housing, public safety, workforce development, and economic opportunity. She believes government should be responsive, transparent, and accountable to the people it serves. As Delegate, Crystal will fight to ensure every resident has access to quality housing, good jobs, safe communities, and affordable healthcare. She is committed to bringing practical solutions and collaborative leadership to Annapolis while keeping District 40 residents at the center of every decision. Crystal lives in Baltimore City and has dedicated her career to empowering communities and advancing equity.


Policy Objectives

  • Expand affordable housing and strengthen tenant protections to help families remain in their communities.

  • Increase access to quality healthcare, including mental health and substance use treatment services.

  • Support workforce development, small businesses, and pathways to family-sustaining careers.

  • Improve public safety through community-based violence prevention, youth investment, and accountability.

  • Strengthen reentry services and remove barriers for individuals returning from incarceration.

  • Invest in public transportation and infrastructure that connects residents to jobs, education, and opportunity.
