Les McIntosh is a candidate for Washington County Commissioner, a small business owner, and the Pastor of Impact Ministries in Hagerstown, Maryland. He has dedicated much of his life to serving the Washington County community and believes local government should work for the people it serves. Les has served as Vice-President of the Washington County NAACP and as Vice-President of the Hagerstown Area Religious Council, giving him experience bringing people and communities together around shared goals. As a small business owner, he understands the opportunities and challenges facing local businesses and the importance of a strong local economy. Les is a strong supporter of organized labor and believes county government should respect workers and support good-paying, family-sustaining jobs. He believes Washington County can grow while continuing to invest in working families, public education, public safety, infrastructure, public transportation, and essential services. Les sought the Maryland Forward Party's endorsement because he shares its commitment to putting people and progress ahead of partisan politics. As County Commissioner, he will bring a collaborative, community-focused approach to local government and work to deliver meaningful results for every resident of Washington County.

Policy Objectives

• Affordable housing — increasing housing supply, protected affordable housing, supportive housing, and housing options for seniors, people with disabilities, and working families.
  

• Smarter zoning — allowing more diverse housing options such as duplexes, triplexes, and townhomes while engaging residents in the process.
  

• Transportation equity — expanding transit routes, evening/weekend service, and connections between Hagerstown and rural communities.
  

• Goal-driven education — connecting education funding and workforce development, supporting teachers, and expanding wraparound services.
  

• Fiscal accountability/tax relief — prioritizing responsible spending, opposing unnecessary tax increases, and helping residents access existing tax credits and relief programs.

Education Background

Les McIntosh's background includes extensive ministry and leadership training developed through his years of service in the church and community. He has served in numerous ministry leadership roles, including deacon, elder, dean of Christian education, Sunday school teacher, men's leader, evangelist, and musician. His lifelong commitment to education, mentorship, and community service has continued through his leadership as Pastor of Impact Ministries and his work with organizations throughout Washington County.
