Rebecca Baucom

Rebecca Baucom

Rebecca Baucom is a special education teacher with more than 15 years of experience serving students and families in public schools. Throughout her career, she has helped people navigate complex systems and advocated for access to education, healthcare, and community resources. Rebecca previously served on the Anne Arundel County Democratic Central Committee and has volunteered with organizations including Special Olympics and Girls on the Run.


Rebecca is running for Anne Arundel County Council District 3 because she believes local government should be transparent, accountable, and responsive to residents. Her priorities include strengthening public schools, managing growth responsibly, protecting the environment, and improving affordability for working families. She is running a grassroots campaign powered by people, not special interests, and has pledged not to accept developer contributions. Rebecca lives in District 3 with her husband and their three rescue dogs.


Policy Objectives


  • Fully fund public schools and support competitive pay for teachers and education support professionals.

  • Ensure growth pays for itself by tying development approvals to adequate roads, schools, and infrastructure.

  • Protect waterways, green spaces, and neighborhoods through stronger environmental and stormwater protections.

  • Expand affordable housing options, including starter homes, duplexes, triplexes, and accessory dwelling units.

  • Support working families through investments in public safety, childcare, transportation, and community services.
